Introduction to Local Government
Local Government, agency organized to provide and supervise administrative, fiscal, and other services to the people who reside within its territorial boundaries. It is the level of government most directly accountable to the public.
In the U.S. local governmental units consist of five major types: county, town and township, municipality, special district, and school district." (1)
Literature Review on Human Resource Management in Local Government
In the Encyclopedia of Public Administration and Public Policy, [1] J. Edward Kellough offers the following summary about the topic of Human Resource Management in Local Government: In the broadest sense, human resources management encompasses everything connected with the management of people in organizations. More specifically, it is that area of activity associated with the recruitment, selection, training, compensation, and discipline of employees. These functions are central to effective management; in the public sector, which is heavily labor intensive, that significance is magnified. Furthermore, in local governments, jurisdictional size and the nature of certain public services provided will shape the context of human resources management in important ways. Small local governments, e.g., may lack the capacity necessary for in-house delivery of critical human resource management functions, and in some locations where the legal environment is permissive, public employee unions play an important role in shaping the nature of human resource management policies. Some local government services, including police and fire protection, have long histories of union activity.

In relation to the local government and constitutional law, Elena Vodyanitskaya[1] made the following observation: Local or municipal self-government is a system of management of local affairs which is exercised by special elected bodies directly representing the population of particular administrative-territorial unit of the country (Leybo and Entin 291). The European Charter on Local Self-Government adopted by the Council of Europe on 15 October 1985 (CETS 122) gives a general definition of local government which has become universal and accepted by all democratic states.
